W. D. Hay was born on what is now Public Square (the court house grounds) in Carmi, Ill in 1854.  He settled in WC in 1883 and is married to Fannie Watkins.

Mr. Hay has held offices of Assessor, School Director, and other public offices, and is one of the enterprising citizens of Wayne county.
